This element is the first stage of a coalescing separator, the part of an oil handling system where water has to be taken out of the oil rather than merely filtered around. Oil arriving at the vessel often carries water dispersed as an emulsion or as droplets too fine to settle on their own, and screening alone leaves them suspended. The element gives those droplets somewhere to grow.
